list setup on subdomain

I'm trying to set up a mailing list using a subdomain. Call it testlist@lists.example.com. CP shows I own example.com and lists.example.com and that lists.example.com (though not example.com) is set up to handle mail on this server.

When I try to add a list for lists.example.com, I get a message saying "Action failed, domain not owned by account".

What am I doing wrong?

Also, am I correct that mailing lists are by account and not by domain? I see that if I try to add a list of the same name for two domains, the second add is not rejected and yet only one mailing list remains. How is a mailing list made specific to a domain?
