Control Panel issues?

Today when logging into the control panel almost every option along the top is grayed out for me. Like for example under files I can choose file management but nothing else.

As well, I went to extract a zip on the server and the option isn't there next to the file. There is the pencil to edit it instead of the extract icon that is usually there. Is there some sort of issue going on right now?
