I am a total tool and was too dumb to know if I am even asking a question in the correct forum. I am trying to open a trouble ticket from my control panel but everytime I do it just takes me to the login screen again. Everything else works, just nothing uner that miscelanious section. Is there something wrong with it? Something wrong with me?
Is this under apnscp or apnscp esprit? Do you have cookies enabled as well? If esprit, are you visiting the ticket interface immediately after logging in? There is a 15 minute inactivity timeout. If you're trying to file it in apnscp, are you running Norton Internet Security or something that could munge HTTP referer headers?

I am using apnscp. apnscp espirit won't let me log in either, when I log in it goes right back to the login screen as well.
I have cookies enabled and I go right there after I log in. The only virus protection I have on here is AVG and I don't believe that is blocking it.
Try a different browser, it definitely sounds like something is masking your referer headers passed by the Web browser.
For apnscp esprit, it doesn't use the referer header, but it does use cookies. If you are using IE, try adding https://beta.cp.<server name>.apisnetworks.com/ to the list of trusted sites. You can do that by accessing Tools -> Internet Options -> Security -> Trusted Sites -> Sites -> enter beta.cp.<server name>.apisnetworks.com to it and try again.
What browser are you using to access the control panel by the way? You can also PM me your issue if you'd like (be sure to include the domain name).

I am using Firefox actually but I am having the same issue with IE. Not sure why exactly. Truthfully, the issue is something I can't even remember now.
Install the LiveHTTPHeaders (http://livehttpheaders.mozdev.org/) extension for Firefox, go to Tools -> Live HTTP headers, make sure capture is ticked, click on the "Config" tab, tick "Filter URLs with regexp", and enter ".php$". Go back to Headers and send me the output in a PM.
Something odd's going on here and we're going to find out what it is. Another user experienced a similar issue, but never got back in touch with me.

I think I'm doing something wrong because I'm getting no output. I will fool around with it and let you know as soon as I figure it out.
